Light for the World is a global development organisation. We empower people with disabilities and enable eye health services in low-income countries. Over the last three decades we improved health systems, enabled education for all, and amplified the voices of people with disabilities Our programmes include:

• Eye Health – preventing blindness and promoting eye health for all

• Inclusive Education – ensuring children with disabilities receive quality, inclusive education

• Inclusive Economic Empowerment – ensuring that barriers are removed for men and women with disabilities to access decent work

 

We focus on the poorest and hardest to reach because that’s where we will have the biggest impact. In Uganda, our country strategy for the year 2021-2025 focuses on Eye health, Inclusive Economic Empowerment, Disability Inclusion and Inclusive Education.

Currently, Light for the World Uganda implements projects on eye health, inclusive economic empowerment and disability inclusion with a presence in 21 districts.

In line with its economic empowerment strategy, Light for the World with funding from Mastercard Foundation will implement an 8 year project dubbed We Can Work, a regional signature disability program that uses a system and mindset change approach to impact the lives of at least 1,000,000 young women and men with disabilities and enables them to access dignified and fulfilling work. The program works with umbrella Organizations of Persons with Disabilities and Entrepreneurship Hubs in Uganda, Kenya, Ethiopia, Rwanda, Senegal, Ghana and Nigeria.

With our partners, we will effect change at the level of individuals (including households and communities), organizations and institutions. Young persons with disabilities will act as change agents and provide disability inclusion advisory services and confidently advocate for disability-inclusive policies and practices among key system actors.

Throughout the eight-year partnership intervention, the key ingredients of our work with young women and men with disabilities in the lead will be:

• Engaging caregivers and communities through positive and empowering messaging around disability and inclusion.

• Driving co-creation processes to inform inclusive economic development.

• Developing agency of young women and men with disabilities through the We Can Work Academy, and amplifying voices of young persons with disabilities.

 

Light for the world therefore seeks the services of the Monitoring and Evaluation Officer to support the above project.

About the role

Reporting to the Monitoring, Evaluation and Knowledge Manager, the M&E Officer will be responsible for designing and implementing the M&E activities for the We Can Work program. This will start from organizing the baseline research, to regular data collection needed to prepare Monthly/Quarterly/Annual progress reports and to monitor programmes activities on a regular basis. The M&E Officer will further contribute to developing and maintaining the MIS of the programmes and will be responsible for the collection & analysis of different data in relation to programmes activities.

The M&E Officer works in close collaboration with the We Can Work program team in country and at global level.

Key Duties & Responsibilities

Main responsibilities

MEL Tool Development and Data Management – 40%

  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of We Can Work program results at different levels (outputs, outcomes and impact).
  • Develop/ adopt an integrated database and ensure accountability through regular data updates, data integrity and working in collaboration with the field data collectors.
  • Work with programme officers and managers to ensure the collection of relevant and appropriate data needed for an effective MEL system which will be utilized in monitoring strengths, weaknesses and gaps in programmes implementation and for reporting on donor commitments.
  • Review existing data collection tools for the programmes and lead the ongoing digitilisation effort for reporting and data management.
  • Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within Light for the World Uganda.

 

Monitoring and Reporting – 40%

  • Monitor programmes activities and progress towards achieving the programmes outputs;
  • Identify strategies for improving the efficiency and effectiveness of programmes implementation by identifying bottlenecks in completing and reaching targets in programmes activities, and developing plans to minimize or eliminate such bottlenecks;
  • Provide statistical input for monthly, quarterly, half-yearly and annual programmes reports;
  • Carry out data quality assessments/ audits regularly for MEL data, based on agreed indicators to guide decision making.

Assessments, Surveys and Evaluation – 15%

  • Liaise with other country office teams and partners to ensure that all new and ongoing programmes adhere to accountability requirements by initiating baseline surveys/barrier analysis for new programmes and conducting relevant reviews for ongoing programmes to meet Light for the World Uganda standards.
  • Timely plan and initiate all pre-and -post intervention assessments, KAP surveys and other types of assessments as needed per programme.
  • Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.

Perform additional team responsibilities – 5%

Requirements

Required Skills and Qualifications

  • A University Degree in Information Management, Statistics, Economics, Monitoring & Evaluation, Demography, Population Studies and/or any other related field.
  • Demonstrated experience in data processing and management of surveys, databases;
  • Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word-processing, spread sheets, and databases) are a must;
  • Experience with mobile data collection, cloud-based, digital data management and information systems is an added bonus.
  • At least 2 years’ direct experience in a position of monitoring and evaluation. Experience in the non-pofit sector is an added bonus.
  • Outstanding communication and interpersonal skills.
  • Self‐starter, self‐disciplined and ability to work independently.
  • Passionate about disability inclusion and Light for the World's mission.
